"In this long-overdue study of one of Canada's most important political relationships, Lita-Rose Betcherman details the close association between Ernest Lapointe and Prime Minister Mackenzie King and its effect on Canadian history." "Lapointe was the dominant French Canadian in federal politics from the start of the 1920s to the early years of the Second World War, serving as minister of justice and King's Quebec lieutenant. In return for promoting Liberal policies in Quebec, Lapointe was given an unusual amount of autonomy in his constituency, and, as the Prime Minister's understanding of both the province's sensibilities and its language were poor, Lapointe came to be relied upon to provide King with the French-Canadian perspective. Lapointe's role in maintaining Liberal party unity, and, by extension, national unity, was crucial. Equally important when it came to foreign affairs, he was known to take the lead over King, and the isolationist stance of both politicians served to undermine the League of Nations in its dealings with Italy over the invasion of Ethiopia." "Betcherman draws on key primary sources for her material, including the Lapointe Papers, the King Papers, the King Diary, and the media of the times. Ernest Lapointe thus documents Canadian politics and society in a rigorous and accessible manner that will appeal to both a scholarly and general audience."--Jacket.

The interaction between politics and administration has generally been ignored by students of bureaucracy. Ezra N. Suleiman, however, views the French bureaucracy as a dynamic and integral part of the French political system. Using survey data as well as historical and contemporary sources, he concentrates on the highest officials and examines their relationships with both the political sector and the society. After identifying the place of the state in French society the author deals with the recruitment of higher civil servants, using comparative data to explain why the high social origins of French civil servants have remained constant. His investigation of the important institutional mechanisms of the central administration stresses that even a centralized and powerful bureaucracy must be seen as a complex of institutions rather than as a monolithic organization. Finally the author deals with the relations of the higher civil servants with other groups in society and with the regime of the Fifth Republic.Originally published in 1974.The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press. “I am not afraid to be called a politician,” declared Paul Martin Sr., defending his life’s work in politics. “Next to preaching the word of God, there is nothing nobler than to serve one’s fellow countrymen in government.” First elected to the House of Commons in 1935, Martin served in the cabinet of four prime ministers and ran for the Liberal Party leadership three times. This book examines his remarkable career as a liberal reformer and politician who tackled the issues of his day with consummate political skill and gritty determination. Cutting a broad swath through the history of twentieth-century Canada, Greg Donaghy uses extensive interviews and untapped archival sources to challenge the prevailing view of Martin as simply an ambitious Windsor ward heeler and party operator. Martin embraced a tolerant politics of compromise and accommodation that sought to unite Canadians in search of a more just and equitable world. Though some mocked his ambition and doubted his progressive politics, his resolute championing of health care and pension rights, new meanings for Canadian citizenship, and internationalism in world affairs would leave an indelible mark on Canada’s political landscape.

The story of one of the few Ministers who served in all four Labour Governments under Harold Wilson, James Callaghan and Tony Blair. As Attorney General he developed the doctrine of armed intervention in the affairs of another state, Kosovo, without a Security Council Resolution, in order to avert an overwhelming humanitarian disaster and appeared as Counsel before the International Court of Justice to defend the U.K.'s position. As Welsh Secretary he saw his proposals for a Welsh Assembly crushed in a Welsh referendum, commenting "if you see an elephant on your doorstep you know it's there".

In a span of four eventful years, from 1961 to 1965, longtime union advocate and liberal stalwart Arthur J. Goldberg won appointments to three of our nation's highest government posts: Secretary of Labor, Supreme Court Justice, and U.S. Representative to the U.N. Here is the first biography of Arthur J. Goldberg, one that investigates this remarkable stretch in Goldberg's public career while offering a stimulating portrait of a man who rose from working-class roots to offices that helped define the shapes of postwar union expansion and liberal policy in the 1960s. Drawing upon a wide range of sources, ranging from sealed government papers to interviews the author conducted with Goldberg in the last nine years of his life, historian David Stebenne writes of Goldberg's youth as the son of a Chicago fruit peddler, his awakening to the pursuit of labor law, and his galvanizing role as legal counsel in the late 1930s newspaper guild strike against the Hearst Company, a triumph which brought him to the attention of the Congress of Industrial Organizations. Appointed general counsel of both the CIO and the United Steelworkers Union, Goldberg advised the merger that formed the mighty AFL-CIO, while leading the fight to expel the Brotherhood of Teamsters and championing the interests of American workers in Washington. At once the biography of a leading liberal and a study of liberalism since FDR, Arthur J. Goldberg: New Deal Liberal will interest anyone concerned with social reform, Supreme Court activism, and labor history in the postwar era.
